To be readable on a phone, a website designed for a desktop computer will require zooming in until it is several times wider than the viewing area. This means scrolling horizontally to read the text or view any images - not something that your visitors will appreciate. In fact most people will be gone faster than you can say "back button."

A responsive design should be intelligent by changing to suit the viewing area. Let's say you have a two column layout. On a phone, these columns will display one under the other rather than side-by-side. The width of the columns will also change to match the viewing area width.

The navigation is another important item in responsive design. A row of buttons at the top of the page should disappear on small devices and be replace by something more suitable. A simple dropdown list, for instance, will not take up much space and the content of the page will be visible without the need to scroll.
